  1. 2006 / 2007
    21 August 2006 report to advise Council of the work occurring in the preparation of the new local environmental plan (LEP). Council resolved to prepare the new LEP.
  2. 18 September 2006
    Preliminary consultation with government departments / organisations (eg Sydney Water, Roads and Traffic Authority etc).
  3. 5 March 2008
    Council considered a report on the proposed draft WLEP 2009 (excluding the Chatswood CBD area). Council resolved to submit draft WLEP 2009 to the Department of Planning.
  4. 19 March 2008 - First Submission to Department of Planning
    Council formally submits Draft WLEP 2009 to the Department of Planning in order to obtain consent to publicly exhibit the Draft LEP, following the formal Section 62 Consultations with Government departments.
  5. 28 March 2008 - 2 May 2008 - Section 62 Consultation
    Council formally consults with government departments / organisations on Draft WLEP 2009.
  6. 28 July 2008
    CBD report to Council.
  7. 23 September 2008 - 21 October 2008 - Section 62 consultation on Chatswood CBD
    Further consultation with government departments / organisations on the Chatswood CBD component of Draft WLEP 2009.
  8. 19 December 2008
    Section 64 Submission to Department of Planning including Chatswood CBD.
  9. March 2008 - January 2010 - Discussions with Department of Planning
    Ongoing meetings and discussions about Draft WLEP 2009. Department of Planning providing Council with instructions to make amendments Draft WLEP 2009 in accordance with any amendments to the Standard Instrument LEP or Departmental policy.
  10. 8 July 2009
    Council receives first Section 65 Certificate instructing Council to amend Draft WLEP 2009 in accordance with Department of Planning requirements prior to exhibition.
  11. 24 August 2009
    Report to Council concerning the Section 65 Certificate and associated issues. Council resolved to amend the Draft WLEP 2009 and refer back to the Department of Planning for a Section 65 Certificate to exhibit the Draft Plan.
  12. 7 December 2009
    Council resolves to exhibit WDCP amendments.
  13. August 2009 - February 2010
    Resubmission to Department of Planning regarding Section 65 Certificate instructions for Special Uses zones, affordable housing and clarification issues. Letters sent to former Minister for Planning and current Minister for Planning regarding Council’s affordable housing scheme.
  14. 15 February 2010
    Council receives second Section 65 Certificate approving the exhibition of the Draft WLEP 2009, subject to Department of Planning instructions.
  15. 25 March 2010 - 20 May 2010
    Public exhibition of Draft WLEP 2009 and draft WDCP amendments.
  16. 16 June 2010
    Public Hearing on Council land reclassifications.
  17. 3 November 2010
    Council consideration of public submissions to Draft WLEP 2009 and Draft WDCP amendments (including the recommendations from the public hearing) and consequent amendments to Draft WLEP 2009 and WDCP amendments.
  18. 22 November 2010
    Council reconsideration of resolution of 3 November 2010 concerning the reclassification of Currey Park Chatswood.
  19. 22 December 2010
    Draft WDCP amendments (as amended by Council) and WLEP 2011 (formally Draft WLEP 2009) (as amended by Council) sent to Department of Planning.

Next steps

  • Consideration of WLEP 2011 by Department of Planning and Parliamentary Counsel.
  • WLEP 2011 signed by the NSW Minister for Planning and publication on the NSW legislation website. Willoughby Local Environmental Plan and Willoughby Development Control Plan amendments come into effect.
