When would you need this?

A permit is needed before you build, repair or modify the vehicle crossing (the section of driveway between the roadway and the property boundary) serving your property. Vehicle access to the property must already exist, have been approved in a development consent or be proposed as part of a complying development certificate (CDC) application to obtain a vehicle crossing permit.

A pre-approval certificate is required prior to applying for a development application for single dwelling and dual occupancy developments that include new parking arrangements or modifications to existing parking arrangements.

What you need to know:

  • Council’s requirements for vehicle crossings are in the following publications:
  • All vehicle crossings are to include Council’s standard layback, as per Council standard drawing SD105 (available in the 'Specification for construction of a footpath crossing'). Alternate designs will only be considered where it is demonstrated to Council that site conditions prevent use of the standard layback without major changes to the road reserve. Acceptable reasons are road crossfall creating scraping behind the layback that cannot be resolved by lowering the layback height and steep grades up from the road to the property that require footpath levels to be lowered by an amount not acceptable to Council.
  • For properties with access from a State road, concurrence will be required from Transport for NSW.

  • For a pre-approval vehicle crossing certificate application and for an application associated with a complying development certificate (CDC), detailed plans and sections of the proposed vehicle crossing. The plan is to include the location of the parking space within the site. Sections are to be provided on both sides of the crossing and include existing and proposed levels.
  • For an application associated with an approved DA, details of the associated consent.
  • For replacement of an existing vehicle crossing, details of the reason for replacement, such as poor condition, not wide enough, existing crossing scrapes.  If the reason is that the existing crossing scrapes, longitudinal sections will be required for the proposed replacement crossing.

Step 4.What happens next

You will receive an application reference number which you can use to track your application. 

You will also be notified once your application has been assessed and advised if any additional information is required to progress the application.

Once your application is approved and the permit issued, work on the vehicle crossing, including demolition of the existing pavement, is not permitted until after a pre-construction meeting is held with Council’s Engineer, where Council’s requirements during construction will be discussed.  Details of how to book this meeting will be provided in your permit.
