When would you need this?

  • Personal appearance businesses includes skin penetration and hair and beauty clinics.
  • If you’re taking on an existing business that penetrates skin, or renovating or converting one, you need to ensure that you have the appropriate consent. This could be checked with the managing agent, seller’s solicitor, previous owner, or a search of Council’s records. Even if there is a valid development consent for that use, you must notify us.
  • If you are renovating an existing skin penetration business, you must contact Council to find out if the works require development consent.
  • If you’re starting a new business that penetrates skin, or you intend to introduce this procedure in an existing business, you need to obtain development consent first. Once you have consent and the construction work has been finalised satisfactorily, you must notify us.
  • Operating your skin penetration business without development consent, or without notifying Council, is an offence.
