Council has listed the Design and construction of an affordable housing development at 3 Abbott Road, Artarmon, is a Council a multi-year Operational Plan project.

On completion of this project Council will have met its target of 70 affordable housing dwellings by 2026.  

The Abbott Road site is well located within 250m walking distance to Artarmon Station and local centre. The site is adjacent to residential flat buildings and across the road from the Artarmon Public School.

There is a high demand for affordable housing for families within the local area. With that in mind this project includes 9 two bedroom units and 3 three bedroom units that will be suitable for families.  The proposal includes a single basement carpark level containing 8 x car spaces. A communal open space terrace and playground area is provided orientated towards Hampden Lane. Pedestrian access to the development is provided from Abbott Road and Hampden Lane.

The project aims to achieve a compliant contemporary design that responds to the site characteristics and respects the existing adjoining unit buildings located to the north and south. The design is sensitive to the existing front and rear streetscapes, site density and impact on the amenity of the adjoining properties.

The project includes design features that will minimise ongoing maintenance and energy costs over the life of the building. The final approvals for services, including Sydney Water and Fire and Emergency Services NSW, are expected to be received in late 2024 with construction commencing in 2025.

Consolidation of the adjacent laneway and the main site approval received from Land Services Office. DA can now be activated.

Expression of interest process for demolition and construction has been completed and the select tender documentation is being prepared for distribution to 3 qualifying firms.

Approvals from F&ENSW and Sydney Water pending.

October 2024 NSW Land Services Office approval received to consolidate the disused laneway and residential block. Detailed design drawings at 90% completion.
September 2024 Finalised stage one of the tender process for demolition and construction of the project. Detailed design drawings at 80% completion.
August 2024 Commenced two stage tender process for demolition and construction of the project. Detailed design drawings at 70% completion.
July 2024 Preparation of the Section 4.55 complete.
June 2024 Survey required to enable consolidation of the land submitted to the Land Service Office for review and approval. Detailed design drawings at 60% completion.
 May 2024 Preparation of the S455 commenced. Survey required to enable consolidation of the land at the site will be complete by close of June 2024. Detailed design drawings at 60% completion.
 April 2024 Project design in final stages and preparation of tender documents commenced.
December 2023 to March 2024 Construction certificate and associated documentation currently being prepared for next stage of the project.
November 2023 Construction certificate and drawings are in progress.
October 2023 Development application (DA) has been successfully approved. Awaiting the attainment of construction certificate.
July to September 2023 Community consultation is complete. Concept design is complete and the development application has been lodged. Awaiting DA determination.
