Victor Street asset renewal and refurbishment

The project consists of two parts:

  • Renewing the asset to ensure it can easily be maintained and meets standards
  • Refurbishment and fit out of existing office tenancies on levels 4, 5 and part of level 6 at 31 Victor Street, Chatswood NSW.

The intent is to provide an activity-based workplace that focuses on collaboration and innovation while exploring the opportunity to generate revenue.

Why is the Council’s Victor Street asset renewal and refurbishment required?

  • Council’s Victor Street office accommodates approximately 200 staff.
  • The building has seen no upgrades since the 90s and like other assets, we need to renew facilities over time, so it doesn’t limit its serviceability, functionality and creates a more efficient use of space.
  • These works will also provide a space that enables collaborative and modern work practices, and we are hoping to derive an additional income from some of the spaces.
  • This work will not only renew the asset, but also assist in attracting and retaining staff.
  • This has been identified in our program of works for many years and funds have been set aside in reserves to allow this work to occur.

The refurbishment works to levels 4, 5 and 6 have been completed and the areas have been handed over to Council for occupation.

The project achieved final practical completion on 6 August 2024.

Indicative timeline

February to May 2024 Demolition and construction works of levels 4 and 5.

Site establishment by the builder and lodgement of the relevant approvals.

December 2023

Tender awarded to INTREC Management.

Council staff vacated levels 4 and 5 and moved into level 6, Dougherty Community Centre, Library, Willoughby Leisure Centre and the Depot.

Commencement of possible leasing of level 6 east.

2017

This project was initiated in 2017 and has been identified in Council’s Delivery Program and Operational Plan for many years. The following has been undertaken during this time, noting it was placed on hold during COVID:

  • Engagement with staff
  • Identification of options
  • Review of options feasibility
  • 80% design finalised
  • Design and construction tender developed
