Development Control Plan (DCP)

Pursuant to Section 14(2) of the Environmental Planning and Assessment Regulation 2021 (NSW), Council gives notice that it approved the Willoughby Development Control Plan 2023 (2023 DCP) and determined to repeal the Willoughby Development Control Plan 2006 (2006 DCP) by way of resolution on 25 September 2023.

Council's approval of the 2023 DCP followed consideration of all submissions duly made during the public exhibition period, and was subject to various alterations as considered appropriate by Council.

The 2023 DCP comes into effect on the date of this notice, Wednesday 4 October, 2023. The 2006 DCP ceases to be of effect as a consequence. The 2023 DCP is available on Council's website in full.

The WDCP is supplementary to Local Environmental Plans (LEPs) and State Environmental Planning Policies (SEPPs). If there is any inconsistency between the WDCP and WLEP 2012, WLEP 2012 will prevail to the extent of the inconsistency.

A Development Control Plan specifies detailed guidelines and environmental standards for new development, which need to be considered in preparing a Development Application. The WDCP provides a layered approach – some parts are relevant to all development, some to specific types of development, and some to specific land.
